The Harz district plans to set standards in the future-oriented field of digitization. The focus is on the people in the Harz region and on companies, which are to be offered modern and sustainable location conditions. For this reason, CPC was commissioned to conduct a study that serves as an inventory, concept, and starting point for the implementation of digitalization in the Harz district. Together with the district administration, companies, universities, and educational institutions, concrete measures and solutions were developed that are now being implemented.

This study is the result of cooperation between politics, public administration, and business. Harz AG, as an institution of companies, made the investment possible. It wants to contribute to the Harz district in Saxony-Anhalt taking on a leading role. The administration—the district office—was placed at the center of the investigation. Public administrations are not considered pioneers when it comes to digitalization. The Online Access Act therefore obliges the federal government, states, and municipalities to also offer their administrative services digitally via administrative portals by the end of 2022. The Harz district sees the OZG as a catalyst for creating a modern administration that uses digitalization to become more powerful, efficient, and, above all, citizen-friendly.
Even though studies are, by their very nature, initially nothing more than a stack of real or virtual printed paper, the focus of our joint investigations and analyses has been and remains on the implementation of solutions, true to the motto: "Nothing good happens unless you do it." For these reasons, we involved key players during the study in order to ensure a smooth transition to the implementation phase. As a change management consultancy that pursues tangible project and change management, we were delighted to find this attitude among all those involved and to be able to promote it in line with our corporate philosophy.
The new district administrator of the Harz district, Thomas Balcerowski, has taken the initiative to advance his vision of a modern administration and to put the district in a pioneering role in the near future. The study identifies a number of areas for action, from which seven flagship projects have been derived that now need to be implemented.
